THE TOWN CLERK held its Regular Annual Meeting on Tuesday April 9th, 2024 at 6:30 pm.
PRESENT:

1. Call to Order & Roll Call – Clerk Grum called the meeting to order at 6:30 pm.
2. Pledge of Allegiance – Clerk Grum opened the meeting with the Pledge of Allegiance at 6:30 pm.
3. Election & Oath of Office for Moderator – Clerk Grum asks for nominations for a meeting monitor. Jeff Urso is nominated and Lisette Rothing second the nomination. All approve and motion passes 5-0. Clerk Grum swears in Jeff Urso as Moderator. Mr. Urso signs the oath and continues the meeting.
4. Approval of 2024 Annual Town Meeting Agenda – Moderator Urso moves to approve the Annual Town Meeting Agenda as presented. Kathy Blahunka motions to approve and Deputy Clerk Rothing seconds the motion. No discussion. Votes are cast and motion passes 5-0.
5. Public Comment – Three (3) minutes per speaker: None.
6. Acceptance of Minutes of 2023 Annual Town Meeting – Moderator Urso asks Clerk Grum to submit the minutes for approval from the 2023 Annual Town Meeting. Clerk Grum submits the minutes to the electors for approval. Deputy Clerk Rothing suggests a correction to the minutes; removal of Jim Carr from item 6 on the meeting minutes and replacement with Jeff Urso. Correction is made. Deputy Clerk Rothing motions to approve the minutes and Kathy Blahunka seconds the motion. No discussion. Votes are cast and motion passes 5-0.
7. Presentation of Supervisor’s Annual Financial Report – Moderator Urso asks Clerk Grum if the Supervisor’s Annual Financial Report was submitted and posted for viewing. Clerk Grum confirms. Moderator Urso motions to approve the Annual Financial Report and Deputy Clerk Rothing seconds the motion. No discussion. Votes are cast and motion passes 4-0.
8. Certification of Accounts by Trustees – Moderator Urso asks for the submission of the statement regarding certification of accounts. There was an email sent last week confirming that the Trustees of Shields Township have checked all payments and vouchers against Shields Township as to the available funds, the Budget and Levy Ordinances, and validity of claim. The email further states that the Trustees have received the Supervisor’s Annual Financial Reports and find the Ledgers of Accounts to be in order and available for the annual financial audit to be performed by a private auditing agency. Kathy Blahunka motions to accept the Trustee’s statement as submitted and Moderator Urso seconds the motion. No discussion. Votes are cast and motion passes 4-0.
9. Resolution ATM 2024-01 to Delegate Authority to Town Board to Purchase, Sell, and Lease Property – Moderator Urso makes a motion to approve the Resolution ATM 2024-01 as presented and Deputy Clerk Rothing second the motion. Kathy Blahunka asks for further explanation as to what this is. Discussion ensued. It was noted that here is a $20,000 limit to this resolution. Votes are cast and motion passes 4-0.
10. Resolution ATM 2024-02 to Set Hour of Special Town Meetings for 6:30 p.m. – Kathy Blahunka motions to approve Resolution ATM 2024-02 to set the hour of Special Town Meetings for 6:30 p.m. Moderator Urso seconds the motion. No discussion. Votes are cast and motion passes 4-0.
11. Resolution ATM 2024-03 to Set Hour for Next Annual Town Meeting for 6:30 p.m. – Kathy Blahunka motions to approve Resolution ATM 2024-03 to set the hour for the next Annual Town Meeting for 6:30 p.m. on April 8th, 2025. Janice Schnobrich seconds the motion. No discussion. Votes are cast and motion passes 5-0.
12. Adjournment: At 6:52 pm, Kathy Blahunka motions to adjourn the meeting. Janice Schnobrich seconds the motion to adjourn. All in favor 5-0. The motion carries and the meeting is adjorned at 6:52 p.m.
