Regular Meeting of the Shields Township Board of Trustees
Thursday April 18th, 2024, at 5:30 p.m.

THE TOWN BOARD OF SHIELDS TOWNSHIP held its Regular Monthly Meeting on Thursday April 18th, 2024, at 5:30 pm.

1. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 5:30 pm.
2. Pledge of Allegiance: Supervisor Urso led the meeting with the pledge of Allegiance at 5:31 pm.
3. Public Comment – Three (3) minutes per speaker:
   1. Janice Schnobrich: 5:33 pm – Janice commented that it is unknown how many people applied for the trustee positions for Arden Shores North and South Fire Protection Districts, if there was a set criterion by which every applicant could be equally judged, and if the township trustees were involved in the selection process. She suggests that each of the Arden Shores leaderships to go to referendum in November election to gain the ability to elect its own Fire Protection District Board Members.
   2. Walter Sloan: Name was written down but chose to pass on public comment when called upon.
   3. David Gentile: When invited to comment, he stated that the points he wanted to address were already said, so no need to make his own.
4. Approval of Bills:
   1. Town Fund: Supervisor Urso moved to approve the town fund for $8,616.63. Trustee Weil motioned to approve and Trustee Garrity seconded the motion. Clerk Grum took roll call. All trustees were in favor and motion passed.
   2. GA Fund: None.
   3. Road & Bridge Fund: Supervisor Urso moved to approve the Road and Bridge fund for $9,799.57. Trustee Machnicki motioned to approve, and Trustee Andersen seconded the motion. Clerk Grum took roll call. All trustees were in favor and motion passed.
5. Reports:
   1. Supervisor: The board approved 4 speed humps will be installed probably in May – on park West side (4 streets leading into west side park) but we are waiting for confirmation by the County. Roads committee discussed how they will identify certain properties and may have to cut back some right aways.
   2. Trustees: No report.
   3. Assessor's Office: No report.
   4. Community Service Committee: No report.
   5. Road & Bridge Committee: No report.
6. Old Business: None.
7. New Business:
   1. Approval of Regular Meeting Minutes of March 14, 2024: Supervisor Urso moved to approve the Regular Meeting Minutes of March 14th, 2024. Trustee Andersen motioned to approve, and Trustee Machnicki seconded the motion. Clerk Grum took roll call and Trustee Weil abstained while all other members approved. Motion passes.
   2. Approval of FY2024 Tentative Budget & Appropriation Ordinance:
      1. Supervisor Urso announces that this document will be available for viewing at the Shields Township Office building. Trustee Garrity motions to approve, Trustee Andersen seconded the motion. Clerk Grum took roll call and all approved.
      2. Supervisor Urso makes a motion to reschedule the May 16th Board Meeting to the 23rd of May to allow for the tentative budget to be available for inspection for 30 days. Supervisor Urso polls the Trustees and there was a consensus.
   3. Appointment of Trustees to Arden Shores North Fire Protection District:
      1. Supervisor Urso announces that we will be appointing someone for each of the following: a 3-year, a 2-year and a 1-year term. This is 3 people total. Supervisor Urso explains that a letter was sent in the mail from a week ago to every homeowner in Arden Shore North and South to allow them to express interest. Since there are no more than 3 applicants interested, there is no need for an extensive interview process.
      2. Supervisor Urso thanks those who have served on that board for the past 30 years since we have not appointed.
      3. Supervisor Urso recommends consolidating but states that it is not up to us to make this decision.
      4. Supervisor Urso presents the following candidates to be appointed as Trustees for the Arden Shores North Fire Protection District:
         1. Margaret Marek, who is currently the treasurer, is elected to a one-year term to fill the remainder of the unexpired term beginning May 2nd, 2022, and ending on May 5th, 2025.
         2. Dan Dalponte is elected to a two-year term to fill the remainder of the unexpired term beginning May 1st, 2023, and ending on May 4th, 2026.
         3. William Nordeen was elected to a three-year term beginning on May 6th, 2024, and ending on May 3rd, 2027.
      5. Trustee Garrity motioned to approve appointments as presented. Trustee Machnicki seconded the motion. Clerk Grum took roll call and all approved.
   4. Appointment of Trustees to Arden Shores South Fire Protection District:
      1. Supervisor Urso presents the following candidates to be appointed as Trustees for the Arden Shores South Fire Protection District:
         1. Jonathan Tomek (Not present) is elected to a one-year term to fill the remainder of the unexpired term beginning May 2nd, 2022, and ending on May 5th, 2025.
         2. Walter Sloan is elected to a two-year term to fill the remainder of the unexpired term beginning May 1st, 2023, and ending on May 4th, 2026.
         3. David Gentile was elected to a three-year term beginning on May 6th, 2024, and ending on May 3rd, 2027.
      2. Trustee Weil motioned to approve appointments as presented. Trustee Andersen seconded the motion. Clerk Grum took roll call and all approved.

2. Adjournment: Supervisor Urso moves to adjourn the meeting at 5:51 pm.
