Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

THE TOWN BOARD OF SHIELDS TOWNSHIP held its Regular Monthly Meeting on Thursday August 15th, 2024 at 5:30 pm.

AGENDA MINUTES:
  1. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 5:32 pm. Clerk Grum calls roll – all present except trustee Machnicki.
  2. Pledge of Allegiance: Supervisor Urso led the meeting with the pledge of Allegiance at 5:33 pm.
  3. Public Comment – Three (3) minutes per speaker:
    1. Janice Schnobrich: 5:33 pm. Janice states Jeff Urso was appointed by default as a Township Supervisor for two years. She states that he created two committees: The Community Service Committee and the Road and Bridge Committee. She stated that none of the recommendations made by The Community Service Committee for a public address system (at meetings) or video recording for online viewing has been instituted. She stated that the recommendations of the Road and Bridge Committee have been over embraced through the placement of speed humps without public hearing or concern.
    2. Lora Kellie: At 5:35 pm states that a speed hump was placed near her home. She went out to speak to the person installing the speed hump and he stated that he was told to make it over 6 inches high. This was done by the people hired by Mr. Urso and Rogers. This solidified her concern that this was done in retaliation.
  4. Approval of Bills: Supervisor Urso reviews the bills listed below.
    1. Town Fund: Trustee Garrity motioned to approve the Town Fund for $17,245.25 and Trustee Andersen seconded the motion. Clerk Grum took roll call and all members approved. Motion passes.
    2. GA Fund: None, but we are expecting to have this next month.
    3. Road and Bridge Fund: Trustee Weil motions to approve the Road and Bridge Fund for $12,421.51. Trustee Andersen seconded the motion. Clerk Grum takes roll call all members approved. Motion passes.
  5. Reports:
  1. Supervisor: No report.
  2. Trustees: No report.
  3. Assessor’s Office: No report.
  4. Community Services Committee: No report. Supervisor Urso asks Deputy Clerk Rothing where we are at with the video situation. Deputy Clerk Rothing states that the video for our meetings go on Facebook. Once we put them on the website, we need to have a hard copy of them saved. We received a bill from Kathy Blahunka for the speakers and Kathy is happy to download the meetings onto the zip drive and onto the server for us. The concern was that if something happened and someone asked for a FOIA request, we have a hard copy to back it up. The plan is to buy a zip drive to hold the hard copy recordings.
  5. Road & Bridge Committee: Supervisor Urso shared that some speed humps were installed. He stated that everything the professionals do comply with the road regulations. Trustee Weil asks if Supervisor Urso can send the regulations to the board. Supervisor Urso states that there is a range of heights in the regulations. Supervisor Urso states that someone who lives on Talbot rang his door to talk about speed humps. She was requesting some near her house because she believes that they are working well. Supervisor Urso confirms that as someone who is concerned with children’s safety, he is happy that they are working. Trustee Garrity comments that especially in light of the increase in texting and driving it is important to have the speed humps for safety.
  1. Old Business:
    1. Approval of Resolution to Set the Compensation of Elected Township Officials of Shields Township, Lake County, Illinois: This discussion was tabled because Trustee Machnicki is in Poland and Supervisor Urso would like to make sure we have a good discussion about this, so we will wait until September 19th when everyone can be there. Supervisor Urso motioned to table this discussion. Trustee Garrity seconds the motion. There was no discussion and Clerk Grum took roll call and all members approved. Motion passes.
  2. New Business:
  1. Approval of Regular Meeting Minutes of July 18, 2024: Trustee Weil motions to approve the minutes. Trustee Garrity seconds the motion. Clerk Grum took roll call and all members approved. Motion passes.
  2. Approval of Decennial Committee Meeting Minutes of July 18, 2024: Supervisor Urso motions to approve the minutes. Trustee Weil seconds the motion. Clerk Grum took roll call and all members approved. Motion passes.
  3. Consideration of Ordinance NO. 081524-01, An Ordinance Regulating Rights-of-Way Under the Jurisdiction of Shields Township, Lake County, Illinois: Supervisor Urso reads the ordinance. He states that it will be sent to the Road and Bridge Committee first and then brought back to this Board of Trustees to approve. He states that we need to make sure there are clear ordinances regarding what property owners are responsible for. Trustee Garrity inquiries about how these ordinances are enforced. Counselman Kimzey (via phone) states that the highway code provides guidance about this; The township would give notice, the owner has 10 days to remove an obstruction or fix the infraction, and then if it is not taken care of, the township can remove or fix the issue and then charge the owner for the cost of removal. Residents cannot do things without an approved permit, so once we have a set of standards and a process to go by, it will help with transparency and overall, it makes everyone aware of what is happening.
    • Trustee Garrity asks who decides if a perceived issue is right or wrong when the statute says only things that are permitted. Supervisor Urso states that the issue is that we have people dumping rocks into ditches effecting drainage and causing flooding onto other people’s property. Trustee Garrity asks for an estimate of how many households this applies to; Supervisor Urso estimates about 15. There is documentation that everyone is being treated the same. Supervisor Urso says that we are taking the foundation of an ordinance and sending it to the Road and Bridge committee to look through and make changes and then present to us what they think is important for the township to approve.
    • Trustee Weil asks if the language and such be based on other townships procedures; Counselman Kimzey (via phone) affirms this.
    • Supervisor Urso motions to table this until we hear back from the Road and Bridge Committee. Trustee Garrity seconds the motion. There was no discussion. Clerk Grum took roll call and all members approved. Motion passes.
  1. Executive Session: None.
  2. Adjournment: Supervisor Urso moves to adjourn the meeting. Trustee Andersen motions to adjourn and Trustee Weil seconds the motion. All members in favor and the meeting adjourned at 5:56 pm.
