The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

Supervisor Kerr called the meeting to order via Zoom at 6:31 p.m.II.

 Motion to approve minutes from Revised December 16, 2021, Closed Exec Meeting Minutes, January20, 2022, board meeting, by Trustee Weil, second by Trustee Andersen, passed by 5-0 on a roll call vote. Revisionto January 20, 2022, meeting notes: Assessor Helton indicated a change to the first paragraph has been updated.V.

Town Fund expenses approval $78,379.31, Trustee Urso motioned to approve, second Trustee Weil passed by 5-0on a roll call vote.ii.
 
General assistance expenses approval $22,920.00, Trustee Andersen motioned to approve, second Trustee Weil, passed by 5-0 on a roll call vote.iii.
 
Road & Bridge expenses approval $400,484.45, Trustee Andersen, motioned to approve, second Trustee Weil,Trustee Urso abstain, passed by a 4-0 on a roll call vote.VI.
 
New Business
Patrol for West North Avenue, western quadrant of Knollwood, an unincorporated area. A lot ofspeeding and traffic, spent time with residents and consulted with legal consul for the residents to feel safer.Contract is fluid and not bound by and can adjust anytime we see fit. So far been successful, Sgt. Struck got fromSgt. Fitch, 7-9 3-5 shift to patrol the area. Once warmer weather hits, it might be a good idea to continue the patrol.Feedback from Trustees, we can do by week, month, etc., very open. Trustee Urso likes the program, when peopleget out more, we should hit it hard more, has his support. If there are any other areas, let them know. Thank you forthe support. It was scary for the residents but much needed.Trustee Urso, spread this out, needs to expand, this is to protect the investment on our roads.

Trustee Weil, people get used to rhythms, such at times, maybe change it up, then there will be always a presence of
someone in the neighborhood. Don’t let everyone know the rhythm that has planned.
 We can do these and change them up, Weds. & Fri., Lake County Sherriff indicated best day is Friday. The hourschosen, when county cops are off duty and go right after patrol. The hours are the high violations during these times.Advice per Lake County Sherriff for these days and hours, we can change it up as we see fit.Trustee Urso, residents on Smith and Foster are concerned about the traffic. How this should be brought to thesupervisor such as an open forum in the meeting room about concerns from the public and with the public andneighborhoods and their feedback and concerns. Motion to approve traffic control contract on West North AvenueTrustee Urso, second to approve Trustee Andersen, motion 5-0 roll call vote.Budget FY2023, motion to approve Budget FY2023 Trustee Weil, second Trustee Urso, passed by 5-0 roll call vote.6:49 Motion to approve/move into executive session Trustee Urso, second by Trustee Andersen - executive sessionfor personnel issues. Trustee Urso, looking for the township bylaws, can you email, the admin, email a copy to all trustees, anemployee handbook, the bylaws, currently being revised. Legal guidelines and handbook? Not sure, I wanted to inthe future if how the bylaws work if I move to Florida? Is that basic township law, yellow one from last winter, canhave one Monday, that is a generic one, Township law or handbook, How personally why we go in the order we goin the motion, etc., personally be educated more. I did have the yellow one from last, was not sure if there was ashields township one as well. Kerr- in the process of being updated since it has been 6-7years. Legal has this underreview, forwarded to legal.
