THE TOWN BOARD OF SHIELDS TOWNSHIP held its Decennial Committee Meeting on Thursday July 18th, 2024 at 5:00 pm.

MINUTES

1. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 5:05 pm. Clerk Grum calls roll – all committee members present.
2. Public Comment - Three (3) minutes per speaker: None.
3. Review of Shields Township Highway Department:

 

1. Supervisor Urso suggests that we continue to use Lake County Department of Transportation for paving because they charge an eight percent payment on projects which is much cheaper than going private. Committee person Carl Kitzerow confirms that using the Lake County Health Department gives us an advantage because there is a high standard of excellence and they respond quicker.
2. Supervisor Urso comments on our fleet. We purchased a plowing truck recently which is a good start and suggests that now we need to continue to improve and renew the other vehicles in the fleet. We have 3 total vehicles; one pickup, 2 plow trucks. We should update the other two within the next few years. He stated that most of the fleet is 20 years old and most townships turnover their vehicles within 10 years, so we are due for some upgrades. Trustee Weil suggests that we replace the next 2 within the next two years, one per year. Supervisor Urso states that a good goal would be to have the whole fleet updated within the next 5 years. Carl Kitzerow confirms that due to the age of the vehicles, there are safety concerns.
3. Supervisor Urso gives an update on the garbage program. There were 5-7 different garbage pick-up companies coming through Shields Township so they limited it down to one company all on the same day. He states that a future goal should be to consider the commercial side of garbage pick-up next for apartment complexes, restaurants, and businesses. We could save a lot of money if they enter into an agreement with one company similar to what we did with the residential. Supervisor Urso suggests that we get input from the business owners and residents regarding a commercial garbage contract. We currently use LRS. Supervisor Urso suggests checking in with the village of Laske Bluff to see how they handle this. Committee Person Carl Kitzerow comments that if we were to consolidate commercial garbage pick-up, there will be less trucks on our roads and therefore less damage to roads and allows for more consistent times for pick-ups.
4. Supervisor Urso updates the committee on the condition of the building the Township owns and uses on Jenkinson. He states that it is old, but still working. Supervisor Urso suggests that we get the whole township under one roof because it would be more efficient and cost effective. Trustee Weil and Clerk Grum agree.

1. Discussion of Shields Township Road Department: Supervisor Urso states that the safety of the roads has been very successful. We have had extra patrol by the Lake County Sheriff who cover a large zone from lake Cook Rd. to Rt. 120 to Rt. 83. We have also installed more speed humps which have added to the safety of our roads.
2. Survey of Residents in Attendance: None.

4. Adjournment: Supervisor Urso moves to adjourn the meeting. Trustee Weil motions to adjourn and Trustee Machnicki seconds the motion. All members in favor and the meeting is adjourned at 5:49 pm.
