THE TOWN BOARD OF SHIELDS TOWNSHIP held its Regular Monthly Meeting on Thursday July 18th, 2024 at 5:30 pm.

MINUTES

1. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 5:30 pm. Clerk Grum calls roll – all present except trustee Andersen.
2. Pledge of Allegiance: Supervisor Urso began with a moment of silence for the political violence observed this past weekend. He then led the meeting with the pledge of Allegiance at 5:31 pm.
3. Public Comment – Three (3) minutes per speaker:
   1. Janice Schnobrich: At 5:32 pm, Mrs. Schnobrich listed the annual earning amounts of the Shields Township Supervisor, the two employees at his office and the assessor. She comments that due to outsourcing of responsibilities that the Township is paying for, the Supervisor and the Assessor have very little work to do. She suggests that the Assessor’s salary should be reduced from $50,000 to $30,000 annually. She also states that the Township has employed one full time and three part time people to maintain the roads yet the Township has provided no visibility of work completed. She suggests that there is no reason to increase salaries and that the trustees should not receive salary or benefits. Janice Schnobrich continued past her 3-minute allowance of time.
   2. Lora Kellie: She introduced herself as a resident of Knollwood and stated that she is not thrilled because she has reached out multiple times to the Township to be a part of the conversation and has received no response. When a staff member of the township visited her property, he asked to speak to her husband although she is the property owner. She did not appreciate this and is disappointed by the last of communication.
4. Approval of Bills: Supervisor Urso states that there are two sets of bills we have to approve tonight, one set for June and one for July.  He began with the approval of June bills as follows:
   1. June Bills:
      1.  Town fund: Supervisor Urso moved to approve the town fund for $36,691.41. Trustee Machnicki motioned to approve and Trustee Weil seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
      2. GA Fund: None.
      3. Road & Bridge Fund: Supervisor Urso moved to approve the Road and Bridge fund for $18,114.21. Trustee Weil motioned to approve and Trustee Machnicki seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
   2. July bills:
      1. Town fund: Supervisor Urso moved to approve the town fund for $13,137.98. Trustee Garrity motioned to approve and Trustee Machnicki seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
      2. GA Fund: None.
      3. Road & Bridge Fund: Supervisor Urso moved to approve the Road and Bridge fund for $5,296.64. Trustee Machnicki motioned to approve and Trustee Weil seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
5. Reports:

1. Supervisor: Supervisor Urso states that Washington and Thorntree will both get a speed hump, Burris and Safford are the other ones. This will reduce and slow down traffic in this area. He also states that Smoke testing for the sewer lines will occur soon; this is a way to locate people who have connected their own storm water/plumbing to the city’s line and also find clogs. This will happen between the dates listed on the website. Arden shore north and south and Knollwood are included.
2. Trustees: No report.
3. Assessor’s Office: No report.
4. Community Services Committee: No report.
5. Road & Bridge Committee: No report.

2. New Business:

1. Approval of Regular Meeting Minutes of May 29, 2024: At 5:45 pm, Supervisor Urso moved to approve the Regular Meeting Minutes of May 29th, 2024. Trustee Machnicki motioned to approve and Trustee Weil seconded the motion. There was no discussion. Clerk Grum took roll call and all members approved. Motion passes.
2. Approval of Public Hearing Minutes of May 29, 2024: Supervisor Urso moved to approve the Public Hearing Minutes of May 29th, 2024. Trustee Machnicki motioned to approve and Trustee Garrity seconded the motion. There was no discussion. Clerk Grum took roll call and all members approved. Motion passes.
3. Approval of Resolution to set the Compensation of Elected Township Officials of Shields Township, Lake County, Illinois: Supervisor Urso states that we will be having a discussion regarding this tonight, but we will not be voting on it until next meeting. Every township has an obligation to review and discuss the annual compensation rate for the next board including the Trustees (currently earing no compensation), Clerk (), Deputy Clerk (), and Supervisor ($30,000). Supervisor Urso agrees with a lot of what Janice said; we outsource a lot and therefore, he asked the Deputy Clerk to look up the surrounding townships to see what their compensation rate is as a comparison. Supervisor Urso then motions to table this agenda item to next month. Trustee Weil seconds the motion, there is no discussion and all Trustees approved so motion passes.

2. Adjournment: Supervisor Urso moves to adjourn the meeting. Trustee Weil motions to adjourn and Trustee Machnicki seconds the motion. All members in favor and the meeting adjourned at 5:49 pm.
