Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

Shields Township Board of Trustees
Notice is hereby given that a Regular Meeting of the Shields Township Board of Trustees scheduled for Thursday, June 15, 2023, has been rescheduled. The Township Board will convene on Thursday, June 8, 2023, at 6:00 p.m., at the Shields Township Offices, 906 W. Muir Avenue, Lake Bluff, IL 60044, for the purpose of considering the following agenda:

Rescheduled Regular Meeting Minutes of June 8, 2023

THE TOWN BOARD OF SHIELDS TOWNSHIP held its Rescheduled Regular Monthly Meeting on June 8, 2023 at 6:00 pm.
 
I. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 6:00 pm. Clerk Grum called the roll; present were: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; absent was: Trustee Garrity. Also in attendance was Administrator Carl Kitzerow, Deputy Clerk Lisette Rothing, and Attorney Mark Kimzey.
 
II. Pledge of Allegiance: Supervisor Urso opened the meeting with the Pledge of Allegiance.
 
III. Executive Session: No motion was made to go into Executive Session.
 
* Supervisor Urso moved to table Items a and b under Section VIII, New Business. Trustee Andersen seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: none. Motion carried.
 
* Supervisor Urso moved to amend the Agenda to move Item c under Section VIII, New Business, to be the next item on the Agenda. Trustee Andersen seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
 
VIII. New Business:
  1. Approval of Appointment of Township Resident Members to Decennial Committee on Local Government Efficiency: Supervisor Urso moved to appoint Dr. Kathryn Blahunka & Alderman Carl Evans to the Shields Township Decennial Committee on Local Government Efficiency as Resident Members. Trustee Weil seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
 
*Supervisor Urso recessed the meeting at 6:05 pm.
 
*Supervisor recalled the meeting to order at 6:42 pm.
 
IV. Public Comment – Three (3) minutes per speaker:
  1. Doug Cassidy – Member of the Lake Bluff Youth Baseball Association came to express appreciation for partnership with speed humps to increase safety of players. He is working with Lake Bluff Park District and the Village of Lake Bluff to complete ditch work to help with field drainage. The LBYBA program is rapidly expanding and this was the biggest year of participation; added girls’ softball so now the Pinto & Softball Leagues both use these fields.
  2. Janice Schnobrich – Reported about a meeting she attended in Lake Forest and expressed concern about the public comments and behaviors of a man who was recently hired by the Township.
  3. Carl Evans – Invited everyone to an event to come out to see all the good things that are happening in North Chicago.
 
V. Presentations:
  1. Recognition of Former Trustee Kathryn Walker-Eich: Supervisor Urso presented former Trustee Walker-Eich a plaque to recognize her service and dedication to Shields Township.
 
VI. Approval of Bills:
  1. Town Fund: Supervisor Urso moved to approve the total Town Fund expenses in the amount of $22,878.54. Trustee Weil seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
  2. General Assistance: Trustee Andersen moved to approve the total General Assistance expenses of $500. Trustee Machnicki seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
  3. Road and Bridge: Trustee Andersen moved to approve the total Road and Bridge expenses of $20,436.16. Trustee Weil seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
 
VII. Reports:
  1. Supervisor’s Report: Supervisor Urso confirmed that speed humps were installed on Basil & Smith. The installation process was quick and we have heard good feedback from residents. The speed bumps are working to help cars slow down. Supervisor Urso explained that he is looking at Foster & Muir and asking for professional advice on how to improve this. There was a child struck by a pick-up truck about 5 years ago in this area. LB Baseball will continue to grow and children’s safety remains a top priority for the Township.
  2. Trustee’s Report: None.
  3. Assessor’s Office Report: None. Supervisor Urso shared that Scott Helton’s wife passed away earlier in the week. Our thoughts and prayers are with him.
  4. Community Service Committee Report: None.
  5. Road & Bridge Committee Report: Supervisor Urso reported on a number of ongoing matters. The Tattoo parlor did not have a permit to add parking. Due to the grading on Talbot Rd., Lake County was called on some of the nuisance issues. Fleck Landscaping is up and running for summer landscaping work. Rob has a good schedule for maintenance. We are preparing for the Birch & Adelphia Repaving Project. We are reviewing Lake County Sherriff work, and extra patrols were requested. The Rizzo property next to Starbucks continues to experience issues with water draining into his yard. The Township is trying to see if Starbucks can create some retention and pay for some help to alleviate issues. Per the Township’s request, the State installed a “No Turn on Red” sign by Target two days ago.
 
VIII. New Business:
  1. Approval of Regular Meeting Minutes of May 18, 2023 – Tabled.*
  2. Approval of Executive Session Minutes of May 18, 2023 – Tabled.*
  3. Approval of FY2024 Tentative Budget & Appropriation Ordinance: Trustee Andersen moved to approve the FY2024 Tentative Budget & Appropriation Ordinance. Trustee Machnicki seconded the motion. Attorney Kimzey advised, in accordance with the law, the law Ordinance would be approved in tentative format and made available for public inspection for at least 30 days. A public hearing must also be held before the final Ordinance is approved. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
 
IX. Old Business:
  1. Consideration of Partnership with Waukegan Senior Center: Supervisor Urso moved to approve a $10,000.00 grant to Waukegan Township to provide Senior Center Services to Shields Township residents. Trustee Weil seconded the motion. Supervisor Urso reported that two grants were previously awarded: one to Mother’s Trust Foundation and one to Dickenson Hall. Supervisor Urso stated that this grant will ensure that the Waukegan Township Senior Center is available to all North Chicago residents, including free travel assistance for those 60 and over, social events, exercise programs, and workshops on technology, taxes, healthcare, and how to avoid fraud. Supervisor Urso thanks Janice Schnobrich and Kathy Blahunka for pioneering this partnership. North Chicago Alderman Carl Evans stated that he is in favor of the partnership, as well. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried.
 
X. Adjournment: Supervisor Urso moved to adjourn the meeting. Trustee Andersen seconded the motion. Roll call vote: Ayes: Trustees Andersen, Weil, and Machnicki, and Supervisor Urso; Nays: None. Motion carried. The meeting adjourned at 7:21 pm.
