Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

Trustee Urso called the meeting to order at 6:30 p.m.II.

Town Fund expenses approval $68,724.42, Trustee Andersen motioned to approve, second Trustee Weil passed by4-0 on a roll call voteii.

 Approval of Agenda April 12, 2022 at 6:30 p.m., the Annual Township Meeting, Trustee Walker-Eich motion toapprove, second Trustee Andersen, passed with 4-0 roll call voteDiscussion in legal counsel, personnel and continuous items. Motion to go into Executive session to discuss at 6:40 p.m.. Trustee Urso requested Assessor Helton his opinion of Township Attorney: Assessor Helton stated regarding legalcounsel the board has all the facts, whatever you decide, trust the judgement of the board.Trustee Urso Motion to assign a legal liaison from the Shields Township Board to be involved in all discussionswith supervisors office and the legal counsel, motion to approve liaison Trustee Walker-Eich, second TrusteeAndersen, Trustee Weil abstain. Roll call vote 3-0, 1 abstain.Trustee Urso motion for attorney to resign and assign a new attorney, motion to approve by Trustee Walker-Eich,Trustee Weil abstain, Trustee Andersen nay, roll call vote 2-1-1 abstain. Trustee Weil wanted to re-vote, revote took place, Trustee Urso and Trustee Walker-Eich yes, Trustee Andersen and Trustee Weil nay, Clerk Bryan was asked ifshe would vote what it would be, Clerk Bryan would vote with a yes to request attorney to resign.Trustee Weil stated he was not aware how abstaining works and requested a re-vote. Trustee Urso objected to hisrequest as roll call voting was finished. Madam Clerk mentioned that a potential tie-breaking could be done from theClerk and that if Madam Clerk would vote with Trustee Urso & Trustee Walker-Eich. The board moved on to nextitem with no re-vote.VII.

 - Trustee Walker-Eich statement- web site lingo, the tone of our message is not good, hours and such. Weshould post holiday and business hours in one place on the website. Consider maintaining business hours that areconsistent with business community which we serve. We should have full-time employees be in office 40 hours aweek and stop the COVID hours. Stop half-day hours on Friday, other townships do not do this. We employ ourstaff Monday through Friday full-
time, for this we pay salary and government benefits, let’s consider a forty hour
work week going forward.

 year-long process, self-evident, couple of things pointed out, we are a person short inthe office, what we have done, tomorrow, we are putting out plans to hire of the person approved in the budget, goesout to indeed.com, one of the other things, met with mayor Rockingham and Trustee Weil in North Chicago to gothrough our process, we do this sales ratio study to review the sales 2021 in Shields to compare the information onthe record cards for the county, sometimes the info is not right on the transfer of the file, we believe some itemshave been misrepresented. The board will decide liaison going forward, Assessor needs, one of the assessments have been falsified and will hurt each person in Shields Township, the sales price is 1.2 million belong to the company ofthe people who live there currently. Incorrect statements, Assessor Helton did not contact the attorney as we should be able to handle this ourselves, it may affect all homeowners and property owners in Shields Township. Theimportant thing is the job is going out to indeed to be a good fit in our office. Trustee Walker-Eich indicated maybea sign off on the forms and possibly have Assessor Helton sign the form IDOR form affidavit last signature as theaffiant, Supervisor of Assessments sign them in other counties. The form is useless unless signed affidavit is
 
included. In other counties this is utilized to have the assessor sign the forms, unless their only as good as the paperthey are signed on.
