THE TOWN BOARD OF SHIELDS TOWNSHIP held its Regular Monthly Meeting on Thursday May 29th, 2024 at 5:30 pm. Proper notice has been given that this meeting was rescheduled from Thursday May 23rd at 5:30 pm due to no quorum met.

AGENDA

1. Call to Order & Roll Call: Supervisor Urso called the meeting to order at 5:35 pm. Clerk Grum calls roll – all present except trustee Garrity. Garrity arrived at 5:42 pm.
2. Pledge of Allegiance: Supervisor Urso led the meeting with the pledge of Allegiance at 5:36 pm.
3. Public Comment: Three (3) minutes per speaker:
   1. Janice Schnobrich: Janice states that Shields Township leaders have never communicated or provided solutions to multiple flooding problems Knollwood residents have been experiencing. Janice stated the steps she took to help get the residents of Knollwood relief including a meeting held on Tuesday April 23rd, 2024 with Kurt Woolford, the executive director of Lake County’s Storm Water Management Commission. She feels that it is a shame that it took so long for those in need to find and receive the help they needed and that the help did not come from Shields Township.
   2. Ben Miller: Mr. Miller thanked the board of trustees for cleaning up the mess at Lake Genevieve.
   3. Janice Aull: Janice stated that her family has been in Knollwood for 90 years. On this past Earth Day, materials were removed from fencing and signs. Shields township employees said that the reason they were removed was because it was not aesthetically pleasing. Janice asks what role is the Township going to take to hold them accountable for these actions. She has been waiting to hear back from the township supervisor regarding this issue.
4. Approval of Bills: At 5:43 pm, Supervisor Urso states that there are two sets of bills we have to approve tonight.
   1. Town fund: Supervisor Urso moved to approve the town fund for $114,526.79. Trustee Andersen motioned to approve and Trustee Garrity seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
   2. GA Fund: None due to bills every other month or quarterly from Waukegan.
   3. Road & Bridge Fund: Supervisor Urso moved to approve the Road and Bridge fund for $42,853.81. Trustee Machnicki motioned to approve and Trustee Andersen seconded the motion. Clerk Grum took roll call. All trustees were in favor and the motion passed.
5. Reports:

1. Supervisor: Supervisor Urso stated that he would like to make everyone aware that Bob Morgan is holding a shredding event called Shred Fest which will occur on June 29th from 10am-1pm in parking lot B. Thank you to our road staff for driving around and cleaning up after storm. We received a great thank you letter from a resident for putting wood chips out at Lake Genevieve. We have installed 4 speed humps and received nothing but thank you’s from residents about them. People are happy that they are driving slower around these parks. Urso sates that he is happy to keep kids safe. He states that he is looking at 4 more to install but we will discuss next month.
2. Trustee Report: Trustee Garrity reports on the feedback he has heard and received from residents regarding speed humps; everyone who he has talked to has been thrilled. Especially with the child who was hit. Karl Kitzerow has stated that there have been no complaint calls in the office.
3. Assessor’s Office: No report.
4. Community Services Committee: No report.
5. Road & Bridge Committee: We received our new truck and are getting it ready for usage for plowing next year.

1. Old Business: None.
2. New Business:
   1. Approval of Regular Meeting Minutes of April 18, 2024: Supervisor Urso moved to approve the Regular Meeting Minutes of April 18th, 2024. Trustee Machnicki motioned to approve and Trustee Andersen seconded the motion. There was no discussion to be had. Clerk Grum took roll call and all members approved. Motion passes.
   2. Approval of FY 2025 Budget & Appropriation Ordinance: Supervisor Urso seeks a motion to make appropriations to defray expenditures for Shield’s Township for the Fiscal Year beginning March 1st, 2024 and ending on February 28th, 2025 as follows:

 

1. Town fund: $890,957
2. Assessor: $566,248
3. Road fund: $721,400
4. General Assistance Fund: $56,000

 
For a Total Appropriations of $2,234,605 and therefore to approve ordinance No. 052924-01 as presented. Trustee Andersen motioned to approve and Trustee Machnicki seconded the motion. Clerk Grum took roll call and all members approved. Motion passes.

1. Executive Session: None.
2. Adjournment: Supervisor Urso moves to adjourn the meeting. Trustee Weil motions to adjourn and Trustee Machnicki seconds the motion. All members in favor and the meeting is adjourned at 5:50 pm.
