Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

Shields Township Road Commission Meeting

Special Meeting November 9, 2022

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its monthly meeting in person
on Wednesday, November 9, 2022 at 10:00a.m.

PRESENT:

ABSENT:

I. Call to order & Roll Call – Deputy Clerk Rothing called meeting to order at 10:45a.m.

II. Approval of October Roads Meeting Minutes – All of the Committee approves

IV. Discussion of Road District Items
a. Old Business
  1. Starbucks Property update – Committee Person Wussow – Starbucks is a tenant and they
    do not own the property. They are in agreeance about reworking the property to make it
    more functional however, they are not able to make the final decisions as they are not
    the owners of the property itself. It would make sense to sell that strip of alley to the property owner however, we are not able to do that since they are only able to buy half the alley based on legalities. This whole area needs to be improved for the community to be a more functional entity.
  2. Future Township Building/Offices - Committee Person Wussow – Suggests looking into
    a Barndaminium. It is a basic structure that you can customize as you like. This however
    may not be the most affordable option. The committee also suggests gutting and
    reworking the already existing structure. The thought process for the future of Shields
    Township would be to own our property instead of leasing it from a landlord. Committee
    Person Beake – States some concerns having the Shields Township Roads department
    and Township Offices all under one roof. There are safety and noise concerns that come
    with the highway department.
  3. Bid on new Truck – Committee Chair Rogers – The Township is looking into getting a bid
    a on new truck but in the meantime the Roads Department will be using the existing 550
    that will be repaired for this winter. As the Committee is discussing winter Committee
    Person Beake states that we have the Salt locked in for the winter. There will be 160 tons
    of it delivered soon and we already have about 50 tons in stock.
  4. Grass Cutting – Committee Chair Rogers – The Township by Law, is required to mow the
    Parkway areas. We need to dial down the areas a bit and notify patrons that they need to
    maintain their property and parkway areas. It would be beneficial for the Township to
    Contract out the grass cutting so that we can redirect the Highway Department to do
    other things.
  5. Skid Loader – Committee Chair Rogers – Wants to trade in the wheel loader that we
    currently have for a skid loader with a skid steer. The net cost for a skid loader through Burris is too expensive and they do not have any in stock at this time. The Township will have to live with the wheel loader for now.
  6. Brush Pick up Program – Committee Chair Rogers – Says there used to be a brush pick-up for our Township from May Through October. Our Township Patrons thought it was a nice program as they would come every first Monday of the month to pick up and dispose of their brush. Committee Chair Rogers wants to know if we should bring back the program to Shields Township.
  7. Basil Drainage Project - Committee Chair Rogers - Bleck Engineering will be doing all the excavation and repairs.
  8. Knollwood Bike Path – There was a study done years back about to have a convenient bike path mapped out for the patrons in Knollwood. This project was previously ready to be green lighted but then they tabled the project and it never got done.
  9. Local Culvert Repairs – Pave-Tech is the company the Township has decided to use for all
    the culvert repairs in the area.

b. New Business
  1. Get quote of a new skid loader and what the cost would be for a trade-in.
  2. Get quote for a new chipper machine and what the cost would be for a trade-in.
  3. Look into bids for the dump replacement box for the current Roads Department Truck.

c. Non-agenda Items
  1. Committee Person Beake- Provide the Committee with a list of three (3) roads that need to be repaired for the next meeting.
  2. Committee Person Carlson – will walk and drive the local roads to see if there are any additional concerns that the committee as a whole might have missed.
