Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its monthly meeting in person on Thursday, October 19, 2023, at 5:00pm

  1. Call to Order & Roll Call – Deputy Clerk Rothing called the meeting to order at 5:01pm.
  2. Approval of September 13, 2023, Roads Meeting Minutes – Committee Chair Rogers motions to approve the minutes, Committee Person Carlson seconds.
  3. Public Comment – Three (3) Minutes per Speaker
  4. Justin Eatherton (Safford Avenue) – Appreciates the speed humps that have been put in the community and is also advocating for a stop sign on the corner of Safford and Green Avenue.
  5. Comments from Supervisor Urso – No comments.
  6. Discussion of Shields Township Road District
  7. New Business
    1. Opening of Speed Hump Bids – Supervisor Urso opens the first bid packet from Pav-Tech. They proposed the amount of $1,295 per speed hump. Supervisor Urso opens the second bid packet from Peter Baker & Sons and their company proposed $3,667 per speed hump. Supervisor Urso opens the third bid packet from Anthem Excavation and their company proposed $5,000 per speed hump.
    2. Discussion and Recommendation of Speed Hump Vendor - Committee Chair Rogers recommended to engage in Pav-Techs business based on their cost alone. All committee members that are present agree with that decision however Committee Person Carlson suggests putting the speed humps in during the springtime so we can see how the ones we already have fair with the winter weather. Committee Person Wussow is in favor of the spring installation and is also in favor of using Pav-tech as the company based on continuity and price. Supervisor Urso states that he is going to ask Pav-Tech if they are willing to honor the bid that was quoted for the Spring of 2024.
  8. Old Business
    1. Update on Green Avenue SMC project – Committee Chair Rogers read over an email from Kurt Woolford at Storm Water Management stating that they still have yet to streamline the maintenance work at the Green Avenue project. There were a few stipulations like making sure they keep in the native plants. Contractors are finishing up on the project site this year. Committee Chair Rogers has also reached out to the mowing company we have contracted to upkeep that area and add in more native plants and shrubs to make it an inviting space.
    2. Update on Starbucks – Committee Chair Rogers and Committee Person Wussow are in the process of speaking with Lake County and Starbucks to revise their site plans. They are going back and forth to see if any of the plans will help mitigate the water from the neighbor’s property behind Starbucks. Once there are some more solidified plans in the works, they will be reviewed with all parties to discuss possible options to give everyone the relief they are looking for.
    3. Bike Path Grant – Nothing new to report on.
    4. Discussion and Recommendation of Security Cameras for Road District Building – Committee Chair Rogers stated that there have been issues with vandalism and debris being left at the Roads building and thinks we need to look at a better security system for not only the Roads building but the Township building as well. Supervisor Urso asks if the Committee will reach out to ADT and other security companies for quotes on security systems for both buildings. Committee Person Wussow says we should investigate a closed security circuit where a professional service would oversee this type of security.
    5. Discussion and Recommendation of the Purchase of a Truck – Supervisor Urso says that the Township has been kicking the can down the road and dragging their feet on buying a new truck for the Roads Department for several years now. The truck that needs to be replaced is 25 years old, dangerous and completely unreliable. Before looking into purchasing a new truck, Supervisor Urso wants the Township to do our due diligence first and check to see if we can do an IGA (Intergovernmental Agreement) with a neighboring Township. We would essentially be contracting one of them to plow and maintain our unincorporated roads. If this was presented to another township and they denied the request for an IGA, we would have to seriously look into buying a new truck very soon. Committee Chair Rogers states that trucks of this nature are hard to find but if we needed to pull the trigger on buying a new truck, it would cost the Township around $120,000. Committee Person Wussow asks if we are able to get through this winter season without the new truck. Committee Chair Rogers says we are rolling the dice as it is, and we don’t want to put to much more money into the old truck. Supervisor Urso states that we have a backup plan, and we will contract our current vendor TGF Enterprises to plow the additional unincorporated roads if necessary.
  9. General Road Issues and Recommendations – Supervisor Urso briefly talks about looking into more traffic mitigation devices like additional speed humps and stop signs for Knollwood in the Spring.
  10. Non-agenda Items – Committee Chair Rogers just wanted to let the community know that the project for repaving the parking lot at the end of west Washington avenue in Knollwood park has been completed and was a complete success.
  11. Adjournment – Deputy Clerk Rothing adjourns the meeting at 5:31pm.
