Minutes – Shields Township Road Commission Meeting

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its monthly meeting in person on Thursday, April 18, 2023, at 10:00am

1. Call to Order & Roll Call – Deputy Clerk Rothing called the meeting to order at 10:00am

1. Approval of October 19, 2023 Roads Committee Meeting Minutes – Committee Chair Rogers motioned to approve the minutes from October 19 2023. Committee Person Volpe approved and Committee Person Wussow Seconded the motion. All Committee members were in favor.
2. Public Comment – Three (3) minutes per speaker – No Comment.
3. Comments from the Supervisor – None
4. New Business

1. Discussion & Recommendation of overgrowth on Right of Way – Committee Chair Rogers talked about the fact that there are several properties in Knollwood that have dead overgrown trees and bushes that need to be cleaned up on the right of way. Supervisor Urso asked for the roads committee to recommend having the Shields Township Road District move forward with cleaning up the overgrowth on the right of way. Committee Chair Rogers motioned to have several properties addressed and cut if there is overgrowth on the right of way. Committee Person Wussow seconded the motion.  
2. Discussion & Recommendation Forest View Paving & Drainage – Committee Chair Rogers stated that Forest View would be next for paving this summer. He is waiting for permission from Lake County Storm Water Management to give Shields a permit to pave. However, there is some engineering work that needs to be done first due to a couple of pipes that will also need to be replaced in the process as well. Committee Chair Rogers also stated that there may be a few grants out there that can help with the engineering cost of the project. Committee Person Wussow is wondering what kind of timeline they are looking at when it comes to the completion of the project. Committee Chair Rogers said Shields will supply I-DOT with the engineering and they will be the ones to do the bids. Said they are looking for the project to be completed late summer or early fall.
3. Discussion & Recommendation Juneway Terrace Drainage – Shields Township is waiting on the bid for the engineering. This will be to mitigate water from the Lake Geneve area. Committee Chair Rogers stated they will also investigate a community grant for that to help with the cost of the project.
4. Foster Avenue Drainage Culvert Pipe Collapse – Committee Chair Rogers let the community know that a pipe had collapsed on Foster in Knollwood, and the paving company unknowingly paved over the area. The road then had to be ripped back up so that they could properly replace the pipe and paving in that area. It is now fixed and hopefully we can get some restitution for their mistake.

1. Old Business

1. Update on Plow Truck – Committee Chair Rogers said the Township Road District will be receiving the new Chevy truck with salter and plow in the next upcoming week. Once the truck arrives, Shields Township will put the old truck up for a county wide auction.
2. Update on Starbucks – Committee Chair Rogers stated that Starbucks has an idea of what they want to do but Shields Township has yet to see a more detailed version of the new design. Starbucks seems more than willing to work with Shields to properly mitigate water from the local neighbor behind the business. Plans for all of this could be approved by late fall this year but more likely next spring 2025. Committee Chair Rogers said he will keep the community updated on the plans.
3. Update on Camera System for Road District Building – Shields Township is in the early stages of getting a security system approved for each township building.  Committee Chair Rogers is looking into putting an independent camera system at the Roads District Building and the Township Building which should be done in the next couple months.

Non-Agenda Items – Committee Person Volpe asked if there was a big outdoor light at the Roads Building and Committee Chair Rogers stated there is one on the street corner which lights up a portion of the building. A motion sensor light would not be good because it would most likely be bothersome to the neighbors in that area especially with having racoons and coyotes that may set off the sensor frequently. Committee Person Wussow brings up the parking issue at west school especially when it comes to the baseball/softball programs. Committee Chair Rogers responded and let everyone know that he has spoken to a lot of the people that run the baseball program and they are managing just fine with the parking. There is a portion of green space at west school that could possibly be paved but that is not in the plan right now.
