Minutes – Shields Township Road Commission Meeting
Special Meeting January 11, 2023

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its first meeting in person on Wednesday, January 11, 2023 at 10:00a.m.

1. Call to Order & Roll Call – Deputy Clerk Rothing called meeting to order at 10:00a.m.
2. Approval of November & December Roads Meeting Minutes – All Committee members approve the minutes.
3. Public Comment – Three (3) Minutes per Speaker – No Public Comment
4. Discussion of Road District Issues
   1. Updates
      1. Basil Avenue & Blodgett Avenue Drainage Project – Committee Person Wussow has questions about where the committee stands on moving forward with the drainage project on Basil Ave. Committee Chair Rogers states that they are waiting to have a meeting with Storm Water Management and the Township Supervisor to discuss the project and some of the options they have for proper drainage. These options and possible renderings should be presented to the property owners which ultimately live on a portion of land that will be affected by the new drainage design.  
      2. Starbucks – Shields Township has included them on a list of local business’s that would benefit from having curb and gutter. This construction would not only alleviate the parking issues but would also tie into the new plan to reconfigure the drive thru and make it more functional for our community.   
      3. Skid Loader – The Committee is looking at options for skid loaders and what will be the most cost effective for the Township Truck.
      4. ComEd & Xfinity – The Committee is looking into talking with the State Representative and State Senator to try and get ComEd to include our street lighting for the Roads Department. The Committee is also looking into lowing the Xfinity bill at the Roads Building but that will have to be put on the back burner for now.  
      5. 2023-2025 Mowing Contract – Two (2) Bids have been returned to the Township. The Bid(s) For Flecks Landscaping and Jacobs Lawn & Garden Inc., will be opened on Tuesday, January 17 at 10am.
      6. Knollwood Bike Path – Everything is moving forward with the Bike path project. Committee Chair Rogers just wants to talk to Lake Bluff Village Manager Drew Irvin. The committee wants to make sure that the Town of Lake Bluff is on Board for the Knollwood Bike Path since a portion of the path will be in the City of Lake Bluff.  
      7. Parking Issues on side streets – The Committee is looking into the price of concrete. Shields Township wants to alleviate some of the parking issues that our local businesses have by putting in curb and gutter.  Hopefully the committee can succeed in getting the local businesses to pay for their own curb and gutter or reconfiguration.
   2. New Business
      1. Position of Highway Commissioner – This position is proving to be much more than just a voluntary position and Committee Chair Rogers thinks we should at least interview Road Commissioners even if it’s just for a part time position.
5. Non- Agenda Items
   1. Additional Funds - There was money found by the Township Highway Department in the amount of over $68,000. $56,000 was in MTF (Motor Fuel Tax) and $11,400 was sitting in the Rebuild Illinois Fund. That is free money that Shields Township Highway Department can use to put back into the community and make much needed improvements on our roads. The Committee knows Birch Avenue is the worst road in Knollwoood and spans from Foster Ave to Atkinson. That would be the first in line to be repaved with some possible speed humps for safety.
   2. Township Trucks - The Committee has gone about repairing the two trucks that Shields Township owns. They have replaced the bed on one truck and have made additional repairs to both trucks. They are working on keeping up the maintenance of the vehicles so we can use them for years to come.
6. Adjournment – 10:30a.m.
