The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

Minutes – Shields Township Road Commission Meeting
Special Meeting December 13, 2022

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its monthly meeting
in person on Tuesday, December 13, 2022 at 10:00a.m.

PRESENT:

I. Call to order & Roll Call – Deputy Clerk Rothing called meeting to order at 10:05a.m.

II. Approval of November Roads Meeting Minutes - Tabled until the next Roads Committee
Meeting.

III. Public Comment – Three (3) minutes – None

IV. Update on Drainage Project for Basil Ave and Blodgett Ave – Presentation by Mike Bleck
with Bleck Engineering – Bleck shows the committee some renderings of what the drainage
project is going to look like. The bottom section of Basil toward to end of the road seems to be a
bigger drainage project than Blodgett after discussing the issues. The plan is to demo the driveways
that are of concern toward the end of the road and replace the culverts with new ones. Bleck was
suggesting that plastic culverts would last longer than any metal or steel material. The Township is
going back and forth on which is more efficient and cost effective. As the committee is weighing
out the pros and cons of piping materials, Bleck discusses the fact that a lot of what is happening
with basement flooding at the end of the street is not necessarily directly correlated with updating
and replacing the drainage materials. Committee Chair Rogers and Committee person Wussow
suggests talking to the community with an attorney to make sure all the patrons effected by the
project do not have any false expectations. Bleck suggests getting the wetlands association involved
and/or core of engineers for the project. Committee Person Wussow suggests sizing up the project
with bigger pipes would create more efficient water flow. If the committee goes about contacting
Storm Water Management, there is possible eligibility for a Grant to help fund the Drainage Project.
As for Blodgett Road, with deep discussion and careful consideration the committee has decided
to table the Blodgett Drainage Project as there seems to be no real issue with the drainage or
basement flooding on that road.

V. Discussion of Road District Issues & Updates
a. Information regarding the Township vehicles – Committee Chair Rogers – The Ford 550
was leaking fuel and was repaired in lieu of the fact that it only had 47,000 miles on it. The
Township will hopefully be using this truck for years to come. As for the plow truck, the truck
bed was completely repaired to spread salt more efficiently. However, the plow truck still has
a fender that is torn up from snow and ice that will eventually need to get repaired with a new
fender.
b. Starbucks update – Committee person Wussow – After speaking with the developmental
team at Starbucks they have decided to repave the alley with out talking it through with Shields
Township. This could end up still being an issue as they paved over the existing rubble and did
not really correct any problems. Starbucks as a corporation seems responsive in wanting to
work with the Township to change the layout which will in-turn create better flow and function
of the business. This could happen as early as May 2023 so we should be prepared for customer
complaints.
c. ComEd – Committee Chair Rogers says municipalities should not have to pay utilities on
their own buildings. He is looking into streamlining the ComEd bill by getting our street
lighting to be included to our Township at no additional cost.
d. Bike Path Update - Committee Chair Rogers says he is shooting for a meeting in February
to try and get the Knollwood Bike Path project in the works. The Committee is focused on
moving this project forward.
e. Parking Issues – There have always been parking issues with several local businesses such as
Jane Lee, Lukes and McDonald’s. Trucks and landscapers tend to park on the sides of the road
for lunch where there are ‘No Parking’ signs. This in turn put muddy holes in the grass line and
folds over the edges of the road. Committee Chair Roger’s suggests calling the local sheriff
to write tickets to those who are parking in a no parking zone during those times. Committee
Person Wussow – Thinks that idea can be tedious and time consuming. The sheriff will just
deter business from our local spots. Committee Person Wussow Suggests spending a little
extra money to put curb and gutter around the local business. We want to help our local
businesses not hurt them. The committee will look into the cost of curb and gutter.
