Board Meetings

The Board of Trustees generally meets on the third Thursday of each month at 5:00 PM in the Shields Township Community Room, 906 W. Muir Avenue, Lake Bluff (second floor), except March and June, when we'll meet on the second Thursday.

THE SHIELDS TOWNSHIP ROADS COMMISSION COMMITTEE held its monthly meeting in person on Wednesday, February 8, 2023 at 10:00a.m.

  1. Call to Order & Roll Call – Deputy Clerk Rothing called meeting to order at 10:03a.m.
  2. Approval of January Roads Meeting Minutes – All Committee members present approve the Minutes of January 11, 2023.
  3. Public Comment – Three (3) Minutes per Speaker – No Public Comment
  4. Discussion of Shields Township Road District
    1. Old Business – Updates
      1. Basil Avenue Drainage Project – Committee Chair Rogers says the work that needs to be done on this project is going to be a much bigger deal than originally expected. There is a parcel at the end of Basil Ave where much of the water already runs down in to. This parcel belongs to one of the residents of Knollwood. They understand that we would have to get an easement on that parcel and make it more of a water retention area/pond.
      2. Starbucks – Committee Person Wussow States it’s still in the engineering phase on the cost and time frame of when they will reconfigure the property and its drive-thru/parking concerns.
      3. Winter Plowing – So far, it’s been a much slower winter season than anticipated so we haven’t had to use much of our salt or plow truck. It was used a few times during the time is snowed in January.
      4. Skid Loader – The Committee is looking at options for skid loaders and what will be the most cost effective for the Township Plow Truck. Committee Chair Rogers talked to Burris Equipment Co. and they have several new, gently used skid loaders that they would be willing to trade with us at the end of the season. This is the most cost-effective way to get our Township Plow up to par. This could not only possibly save us money but even get us a credit back.
      5. 2023-2025 Mowing Contract Review & Recommendation to the Board – Two (2) Bids have been returned to the Township. The Bid for Flecks Landscaping is a better cost to the township than its competitor, Jacobs Lawn & Garden Inc. Committee Chair Rogers thinks we need to suggest that Flecks Landscaping take on the mowing and upkeep of Knollwood.
      6. Knollwood Bike Path – Committee Chair Rogers talked to Bob Morgan and Serval other members of the Board to get State and Federal funding to complete the Knollwood Bike Path. This project will take some time to complete.
      7. Position of Highway Supervisor – Committee Chair Rogers wants to take a pause on being The Committee Chair if The Board of Trustees are unable to come up with a decision on who to make the new Highway Supervisor. Committee Chair Rogers feels like he is the right guy for the job because he has volunteered much of his time in the last 4 months to making Knollwood roads and our community a better place for our patrons. He feels like no one knows the Roads better than himself and thinks this situation should have already been a done deal. He is asking to be employed for 20 hours a week at $19.50/hour.
    2. New Business
      1. Tree Trimming – Shields Township has hired Martine Tree Care to do some tree trimming in Knollwood. They are cleaning and clearing about 26 dead trees.
      2. Foster Ave. / SMC drainage project – The Committee is waiting on engineering bids to come back to see who will give Shields Township the best deal to do the drainage project on Foster Ave. The Committee wants to fix the ditch at the end of the road. They have recently placed road signs up that now say ‘No Outlet’. This is another slow-moving project, but it is moving forward. Eventually the Committee wants to re pav Adelphia and Birch Ave as well.
  5. Non- Agenda Items
    1. The Committee is looking into a new building for Shields Township where the Roads Department and Township Offices are all in one entity. Committee Chair Rogers called General Steel and asked what the cost would be for a basic 30x80 building with a concrete floor. They quoted Committee Chair Rogers about $36,000 to build the structure and if we wanted to concrete the floors it would be about double that. Since Shields Township spends about $6,000 a month in rent, this could be something worth really looking into for the near future.
