Regular Meeting September 22, 2021 STATE OF ILLINOIS, )Lake County, )Town of Shields )THE TOWN BOARD OF SHIELDS TOWNSHIP held its regular monthly meeting September22, 2021, at 6:30 p.m. PRESENT Heather Kerr Supervisor Tammy Bryan Clerk Jeff Urso Town Trustee David Weil Town Trustee Kathryn Walker-Eich Town Trustee I. Meeting Called to Order - Supervisor Kerr called the meeting to order at 6:31 p.m.II. Roll Call – Also in attendance - Assessor Helton, absent Trustee AndersenIII. Pledge of Allegiance – Supervisor Kerr opened the meeting with the Pledge of AllegianceIV. For Action – Motion to approve minutes from August 19, 2021, board meeting, by Trustee Weil , second by Trustee Walker-Eich, passed by 3-0 on a roll call vote. Trustee Urso abstained.V. For Action – Approve Billsi. Town Fund expenses approval $67,605.04, Trustee Urso motioned to approve, second Trustee Walker-Eich, passed by 4-0 on a roll call vote.ii. General assistance expenses approval $0,iii. Road & Bridge expenses approval $11,290.17 Trustee Walker-Eich motioned to approve, second TrusteeUrso, passed by a 4-0 on a roll call voteVI. New Business a. Supervisor Kerr written presentation and packet with a list of the current road projectto start September 27, 2021.Visual and overview of where funds are going of roads and drainage issues that will beattended to. Paving all of Woodland Road from northern to Waukegan Road, westfacing on Birch, Woodland facing east. Paving just past the path. Next road Thorntree from Washington head to south to 176 Next is Washington East and West facing on west side of Waukegan Road. Workingwith the Park District to get this fixed as well, prior the Park District funds assisted years ago, Supervisor Kerr and Field Manager Beake met with PD to see if they will pick up some of the tab, there is a piece of property that needs to be attended to wherethe road ends. Next Woodland, west side of Waukegan Road. Next Muir from Waukegan to Adelphia through to Birch. Adelphia has been repairednumerous times, East side of Waukegan through to Atkinson Next Jenkisson, East side of Waukegan Next Arden Shores Cole north and south 117 feet will be repaired.Drainage will also be repaired at the same time. Needs to be done simultaneously.Peter here for questions- quick update, last meeting presented award recommendation,approve contract notice of award with contract bonds. Pre-con meeting held here9/17/2021, went well and provided schedule and anticipate starting 9/27/2021. TrusteeWeil questions why or why not chosen on which roads to be or not to be paved.Supervisor Kerr, Field Manager Beake how much coal patch and age of road are thetwo contributing factors, a lot with potholes. A road twenty years or older are beingrepaired. Conference call prior to pre-con regarding construction management andengineering costs, worked with Supervisor Kerr and Field Manager Beake. Peter Bakerwill provide a more frequent basis of testing, which was $5000 line item on original budget. Reduced Manhard’s budget from $27,000 to $12,5000.What is a PMP? Pavement Management Plan.3-year plan, hire and engineer, to test roads to determine when the roads should bedone. What is the industry standards for townships and local agencies? Should be testedon a 3 – 5-year basis with rating systems, an initial inventory of lengths and widths placed into a MAP, into a GIS database, which will have an upfront cost, theninspection of the road, then the rating to determine the best course of action with followup recommendations which all carry different costs. The purpose of the plan is to givethe township an idea or recommendation.Length of time is 5 weeks. Peter Baker to be aware of children at bus stops and garbagetrucks.Motion to Approve $12,500 Trustee Urso $12,500, second Trustee Weil, Roll call vote4-0.VII. VIII. ReportsTrustee – None. Highway/Field Manager – None.
Assessor – None. Clerk – None. Supervisor – 3 Packets: Social Services packet, invitation for coalition to reduce recidivism in October, Township hassupported this for 15 years. Tomorrow attending Lake County 2 on 1. Update on FERA. GATY training GA caseworkers to collaborate and network. North Chicago Chapter Exchange Club, can join officials to get together and talk about what wecan do for the community of North Chicago. Either join as a single or as an organization tbd. Paratransit program, currently have PACE program, next week meeting to get more information,will update. Shields Township to award 3 $10,000 grants, Will share in the coming month regarding thesegrants. o Dickinson Hall in Lake Forest o Mothers Trust in Lake Forest o Foss Park Waiting on quotes for backup snow removal; possibly Mariani and TG, will keep posted. Help a client in dire straits, get the client after 3 hours and 5 social service agencies, give thatwoman with what she needed, this reinforces we are here to help.IX.
